A bachelor's degree locks you out of regular Pell Grants, Georgia's HOPE Grant and Tennessee Reconnect at community colleges. Plenty is still open: apprenticeships that pay you to train, WIOA training money (in Atlanta, up to $7,000 for a one-year program; caps vary by local board), SC WINS and SC Lottery Tuition Assistance, TCAT Reconnect in Tennessee, and the new Workforce Pell Grant for short programs.
The cheapest path: an apprenticeship
Start here before you pay for any school. In a registered apprenticeship you earn a wage from day one, and the training is usually covered. In the Nashville union electrical program, a first-year apprentice pays a $75 application fee and an $80 yearly lab fee, plus books, and signs a scholarship loan agreement for training costs that's forgiven by working under the union contract, while earning $22.09 an hour. Non-union programs (IEC, ABC) sometimes charge tuition; ask whether the employer covers it.
Your degree doesn't count against you. Electrical Training Alliance rules let local IBEW programs accept it in place of the high school diploma, though some locals still ask for your high school record.
What's closed and what's open, by state
| State | Closed to bachelor's holders | Open to bachelor's holders | What it's worth |
|---|---|---|---|
| Georgia | HOPE Grant, and with it the HOPE Career Grant | WIOA through local workforce boards; apprenticeships | WorkSource Atlanta: up to $7,000 for training up to 1 year |
| Tennessee | Tennessee Reconnect at community colleges | TCAT Reconnect (no degree bar listed; confirm with the TCAT); WIOA | Covers remaining TCAT tuition, $1,446 per trimester |
| South Carolina | None found | SC WINS; SC Lottery Tuition Assistance; WIOA | SC WINS up to $5,000 a year |
| North Carolina | None found in the programs we checked | Low tuition by default; tuition waivers exist for youth apprentices; college grads likely won't qualify, so confirm with ApprenticeshipNC | $76 per credit hour |
| All states | Regular Pell Grant (max $7,395) | Workforce Pell, for approved short programs (8 to under 15 weeks) | Average about $2,200; up to about $4,300 for a 14-week program |
Checked October 2026 against each program's official page. Rules change every year, so confirm with the school's financial aid office before you enroll.
Georgia: the HOPE problem
Georgia's rule is blunt: a student is ineligible for the HOPE Grant after earning a bachelor's degree "at any time, from any postsecondary institution." The HOPE Career Grant for high-demand programs like HVAC and welding requires the HOPE Grant, so it's out too.
That leaves technical college tuition at about $107 per credit hour plus fees, unless WIOA or an employer pays it. In Atlanta, WIOA covers adults who are unemployed or underemployed, which is the door for grads stuck in low-paying jobs. Two catches: anyone who finished a degree within the past year may not be considered, and you must apply for Pell and HOPE first even though you'll be denied. Never start or pay for classes before your WIOA plan is approved.
Tennessee: community college vs. TCAT
Tennessee Reconnect pays community college tuition for adults, but not if you've "earned an associate or bachelor's degree previously." TCAT Reconnect, for the Tennessee Colleges of Applied Technology, lists no prior-degree bar. It does require a certificate or diploma program and full-time enrollment. A full TCAT HVAC diploma costs about $7,000 all-in, including tools and books.
South Carolina: the most open state
SC WINS has no prior-degree bar in its law. It pays up to $5,000 a year toward tuition and fees in priority programs like CDL, HVAC, plumbing and welding. You must be an SC resident, keep a 2.0 GPA, and either be working, take a financial literacy course or volunteer 100 hours. Bachelor's holders can also get SC Lottery Tuition Assistance by filing a waiver form instead of the FAFSA.
North Carolina: cheap even without aid
NC community college tuition is $76 per credit hour for residents, and short non-credit courses cost $70–$180 to register. A full truck driver program at Johnston Community College costs about $1,575 for residents, including the DOT physical and permit.
Workforce Pell: new, but not ready yet
The Workforce Pell Grant started July 1, 2026, and bachelor's holders are eligible. People with or pursuing a graduate degree are not. Programs must run at least 8 but fewer than 15 weeks and 150–599 clock hours. The governor certifies programs, then the U.S. Education Department must approve them. Good fits: CDL training, phlebotomy and short welding certificates.
It's rolling out slowly. The Education Department approved the first programs in August 2026, and only a handful of schools nationwide have federal approval so far. Ask your school whether its specific program is approved before you count on it. One-year programs like an LPN or full HVAC diploma are too long to qualify.
Veterans: the GI Bill pays during apprenticeships
With Post-9/11 GI Bill benefits, an approved apprenticeship adds a housing allowance on top of your wage: 100% of the rate for the first 6 months, then 80%, 60%, 40% and 20%. Check that the employer is approved for the GI Bill at va.gov.
Bottom line
- Apply to apprenticeships first. They're free or close to it everywhere.
- In South Carolina, SC WINS can cover most costs. At a Tennessee TCAT, TCAT Reconnect can cover tuition, but budget about $2,500 for books, tools and fees, and confirm your degree doesn't disqualify you.
- In Georgia, go through WIOA at your local workforce board before you pay out of pocket.
- In North Carolina, community college prices are low enough that cash often works.
- Avoid new federal loans for short training. See student loans during an apprenticeship for why.
Questions
Can I get a Pell Grant if I already have a bachelor's degree?
Not a regular Pell Grant. The new Workforce Pell Grant is open to bachelor's holders for approved short programs (at least 8 but fewer than 15 weeks), but only a few programs are approved so far. Ask the school.
Can I use the HOPE Grant with a bachelor's degree?
No. Georgia bars anyone with a bachelor's degree from the HOPE Grant and the HOPE Career Grant.
Does WIOA pay for trade school if I have a degree?
It can. In Atlanta, underemployed adults qualify. People who finished a degree within the last year may not be considered for training.
Which state is best for degree holders who want trade training?
South Carolina. SC WINS has no prior-degree bar and pays up to $5,000 a year, and bachelor's holders can also use SC Lottery Tuition Assistance.
